1.0: Introduction
ALIGHT with funding from both UNHCR and BPRM is implementing prevention and respond to Gender Based Violence in Nakivale refugee settlement. To ensure holistic services are provided to Persons We Serve; Alight works in collaboration with key stake holders including Police, medical service provider, OPM, UNHCR and related district departments and implement partners.
Experience has shown a knowledge gap in responding to critical needs of Persons We Serve in terms of Clinical Management or Rape Survivors, a critical need that calls for meaningful collaboration and networking among key stakeholders. The CMRS training is among the key response activities meant to improve capacities of service providers (Health workers, Police, humanitarian actors) for multi sectoral services in SGBV case management. To this effect, Alight Nakivale has plans to facilitate 4 days refresher training on CMRS for key stakeholders including health workers and police.
The Terms of Reference therefore seeks to contract t services of an experienced consultant to provide three-days training on the Clinical Management of Rape Survivors (CMRS) to health service providers and police as key stake holders in Nakivale Refugee Settlement.
1.1: Objectives of the CMRS Training
1. To improve on the participants' knowledge and understanding on Gender and Gender Based Violence
2. To increase participants' knowledge and skills in the clinical management of SGBV cases.
3. To equip SGBV service providers with protection and legal knowledge, skills and practice’s in SGBV case management in the context of the national legal framework.
4. To impart the participants with basic psychosocial knowledge, skills and practices in handling SGBV survivors.
5. To equip participants with basic skills in documentation, data management and monitoring of SGBV survivors.
Key Duties & Responsibilities
1.2: Tasks of the Consultant
- Facilitate the training
- Avail and share copies of the latest protocols for managing rape survivors, as well as guides and methods of best practice for training service providers on SGBV case management.
- Provide relevant hand-outs to participants.
- Organize for his accommodation and dinner during the days of the training.
- Produce a training report in hard and soft copies within five days after the training.
- Facilitate the training as planned in the proposal submitted by the contractor to ALIGHT.
1.3: Deliverables and Schedule
The training is planned for run from 6th to 9th June-2023 (Tuesday to Friday), targeting 20 Participants including health workers, Police and OPM who are key in handling SGBV incidences.; the prosed venue being Nakivale Base Camp Youth Center.
1.5: Payment
- ALIGHT will pay the consultant the full consultancy fee of provided at completion of the training as described in the consultant’s proposal which has been reviewed and approved by ALIGHT.
- The payment will be made in full upon completion of the training and the approval of the final report.

Requirements
1.7: Qualifications
The following experience and key qualifications are required of the consultant:
- Advanced Degree in Medical field, social work, law and psychology or similarly appropriate education/professional background.
- Understanding of the National legal framework on SGBV and the Ministry of Health (MOH) guidelines on SGBV case management.
- Understanding of the SGBV referral pathway and guidelines.
- Experience in organising and leading SGBV case management trainings and SGBV programming, including experience in case management and support services for survivors.
- Experience in direct support of survivors of sexual violence.
- Experience in organising and leading trainings.
- Experience in conflict or refugee setting.
- Fluency in written and spoken English is a must.
